GUATEMALA CITY, Jan 23 (IPS) - Civilian violence is already costing Guatemala half its national budget, as well as countless human lives and social breakdown, while corruption and impunity walk hand in hand.

Among the main economic consequences of this violence are: more resources spent on health services, loss of social capital, legal costs, worker absenteeism, investment in private security and a decline in productivity.

The Guatemalan state’s efforts to combat civilian insecurity in 2005 cost approximately 2.4 billion dollars, equivalent to 7.3 percent of gross domestic product (GDP), according to a report on “The Economic Cost of Violence in Guatemala”, by the United Nations Development Programme (UNDP). (more…)

KINGSTON, Jamaica (JIS): Jamaican Minister of Finance and Planning, Dr Omar Davies has said that the growth of the country’s economy remains positive for 2007 despite a number of fiscal challenges experienced in 2006.

 ”When you take into consideration the challenge of high oil prices and the challenge of settling with the unions, I think 2006 was a good year and I also think that 2007 will be better,” the Minister pointed out.

“For 2007, we expect a lower interest rate environment and we also expect that the investment in tourism, mining and construction will continue,” Davies said. (more…)

El líder cubano, Fidel Castro, recibió este lunes en La Habana a su aliado el presidente venezolano, Hugo Chávez, según un vídeo divulgado este martes por la televisión estatal cubana en vísperas de que se cumplan seis meses desde que entregara el poder por razones de salud a su hermano Raúl Castro.

En las imágenes, Castro, de 80 años, luce un aspecto más saludable que en su último video, exhibido el pasado 28 de octubre. (more…)

¿Cuál es su evaluación después de su breve gira alrededor de América Latina?
Tuve la oportunidad de constatar que en América Latina están teniendo lugar importantes desarrollos. Es la primera vez desde la conquista española, hace más de 400 años, que el subcontinente sudamericano se mueve hacia ciertas formas de integración.

Nunca se ha dado, no obstante el sueño de Bolívar. Después de la independencia política, los países de la zona vivieron fracturados de dos maneras. Por un lado, cada uno ha vivido separado de los demás. Por otro, también han estado divididos internamente por una pequeña clase social rica –por lo general descendiente de inmigrantes blancos– y una gran masa constituida por indios y negros. (more…)

The annual protests against the School of the Americas—the U.S. Army’s training institute for Latin American military leaders—are unlike any in the United States. Choreographed by Catholic activists, they eschew the militant rhetoric, providing a moving experience for both religious and secular activists.

The protests began in 1990 with some 10 people, and grew to their largest in 2006. Now, with a Democratic Congress and a changing political climate in Latin America, they have an opportunity to close the School of the Americas for good. (more…)

The director of the Solon Foundation, Elizabeth Peredo, and the president of the Permanent Assembly for Human Rights in Bolivia (APDHB), Guillermo Vilela, in interviews with IPS outlined the region’s most relevant contributions to the 7th World Social Forum (WSF), a global meeting of civil society taking place Jan. 20-25 in Nairobi.

Peredo and Vilela were both members of the organising committee of the Social Summit for the Integration of the Peoples, which took place in December in Cochabamba, in central Bolivia. Held in parallel with the 2nd Summit of the South American Community of Nations (CSN), it was attended by 5,000 Latin American delegates. (more…)

El acceso al agua en Nicaragua se ha vuelto uno de los problemas más grandes para la población. Varias zonas del país no cuentan todavía con conexión a la red de distribución de la Empresa Nicaragüense de Acueductos y Alcantarillados Sanitarios (ENACAL) y más de la mitad de los nicaragüenses siguen recibiendo un pésimo servicio, desvelándose todas las noches para esperar que fluya el vital líquido, llenando los barriles que serán su única oportunidad para el día siguiente (more…)

There’s no denying the fact that Jamaica needs more investment - both local and foreign - to increase the vibrancy of the economy. For job creation is one of the major planks in any serious attempt to effectively counter the crime and violence gripping the country.

We, therefore, welcome investments in any sector of the economy, once the investors conform to our laws and are sensitive to the concerns of Jamaicans living and working in the communities in which they choose to establish their businesses.
It is for these reasons that we are gravely concerned about the reported design error of the RIU hotel planned for Mahoe Bay in Montego Bay. (more…)
